What Ambessa Rewards

Ambessa rewards resource timing; the Legend ability changes how confidently you can pay for your strongest turns.
The Game Plan
Ambessa turns an empower chain into another unit action. The best targets are units whose second movement, attack, or activated ability changes the turn enough to justify one power and the work required to empower Ambessa again.
